Add support for module ngx_otel_module

I would like to configure the nginx module ngx_otel_module, I can of course do this myself already outside the nginx module. However, would this be fitting for integrating it here? As it already has some config for some modules, so I wasn't totally sure.

• Optionally add http config
• Optionally add server config
• Install module package (nginx-module-otel)

Main question: Is it fitting for this puppet module?
Side question: In case I don't have time, can we have this issue as a todo for somebody else?
