Debian 13 and puppetlabs-apt 11 support

Would it be possible to add support for Debian 13 (current stable) and puppet-apt 11 (latest)?

I tried following https://voxpupuli.org/docs/releasing_version/ (as advised in issue #252) but I ran into issues with bundler and dependencies, and I don't want to try and send a PR without being able to run tests.

I know that there were major changes to apt (e.g. this issue that puppetlabs-docker is having with apt keyfiles) but it shouldn't (hopefully?) impact the unattended_upgrades package.

Turns out that what I needed for bundle install to work was bundle config path ~/.local/cache/bundle i.e. a directory that wasn't owned by root... (credits to this StackOverflow post)
