Deploy ESCAPE Rucio policy Package

To allow write rights to certain RSEs by rucio USER accounts.

The deployment strategy described on the rucio docs doesn't work - v35 of helm charts didn't have this implementation yet, therefore we are using the ATLAS strategy.

This last method was applied to the cluster on ef7461c and 6256675, and #324 creates the general secret with all the package files.
