eslint-config-standard-with-typescript dependency is ages old

The package requires 22.0, but current version is 34.

But why is the version pinned anyway? As far as I can see this packages does only reference @typescript-eslint/triple-slash-reference which also affects only projects linting cypress command files.

The upstream dependency has departed from standard, and has been renamed since. That's part of the reason that we've had a hard time catching up with the lastest release.

Anyway, I just published a new version with fewer opinionated rules and should be up-to-date now.
