[Feature Request] VTooltip target cursor without open-on-click

Problem to solve

Some larger components with hover tooltips would place the tooltip in unexpected locations for the user without target='cursor'.

Proposed solution

Make target='cursor' work with hovering (without open-on-click) just like it does with open-on-click,
