Make number of used commands for Prometheus persistent

After #1215 is merged we need to make logs about all time use of commands.
As of now, we have only "since last boot" time of used commands. This might need to update the Grafana dashboard or make the exporter have a separate metric for it (this would be more beneficial) and write it to a file.
