DID resolvers should provide a test case for the NOT_FOUND error

Not all resolvers will be able to provide this. Some DID methods like did:key and did:btcr2 do not support NOT_FOUND.

NOT_FOUND is a valid DID according to the syntax of the DID method for which there is no resolvable DID document
