Role-based grants are too coarse

During the discussion this week, @dmitrizagidulin noted that role-based grants such as "I trust this issuer to issue a credential of this type" might be too coarse. That is, having grants for issuing and verifying might be too coarse as we might want grants that cover things like certification, identity proofing, or other arbitrary roles.

The fact that "other arbitrary roles" might be verifiable, or certified, does not negate the reason for having roles. On the contrary, it means that roles are even more important and that a verified list might be for any role in the eco-system. Therefore we should stick with the concept of roles, and allow any arbitrary role to be defined, as desired by the eco-system and the list operator.
