SHACL-SHACL doesn't validate for correct usage of sh:severity

Hello,

We are using https://www.w3.org/ns/shacl-shacl to test if our shapes are correct. We have incorrectly associated sh:severity to a SPARQLConstraint (cfr also #573) and this mistake wasn't reported.

Can the SHACL-SHACL be extended to include this check?
