Big review pass + spelling changes introduction

This revision introduces that 'web' is lowercase except: World Wide Web, World Wide Web Consortium, Web Consortium; and how to use "W3C". 
It fixes editorial mistakes, adds s to http, and applies changes to match current usage. 
It removes dictionaries no longer used. 
Changes were made also to follow the guidance in this very document.
