[manual-of-style] official translations #308

Description

Section 4.3 Translation says:

W3C has no official translations of its technical reports.

The following paragraph introduces the Translations page from which anyone can navigate to the "W3C Authorized Translations" Policy.

Are we liable if we say "W3C has a policy for the publication of Authorized W3C Translations" instead of "W3C has no official translations..."?
If not, is there anything that prevents us to starting that section by a positive rather than a negative?
