Right approach to mark some likely editorial issues of the docs?

I see some potential (editorial?) issues for some LWS documents, before moving them to FPWD. I'm going through them as much as possible for my time this week.

There are several places in LWS Core document which appears to have some issues. What's the right approach / convention to mark on the document? Should I create an empty PR, and add line-by-line comments for them?

@renyuneyun two points:

1. A FPWD does not need to represent WG consensus, and the presence of editorial issues does not need to necessarily hold up the publication of a FPWD
2. In general, if the change is "small" and likely non-contentious, please just open a pull request with the change. If the change is larger or potentially needs discussion, please open an issue, identifying the section(s) of the relevant document(s) with the issue. In these cases, I would recommend including a link or screen shot or a block quote of the issue (whichever is most appropriate) and possibly a suggestion for how the section(s) should be changed.
