er yes sorry about that it's a PR timing issue that link would work if

w3c/mathml-core#307

landed in mathml-core, which was noted in the PR that updated this spec.

although with the automating pushing to TR space probably the link ought to have been guarded until the core spec was updated.
I'll adjust here if it looks like the target id won't be added to MathML-Core this week.
