Consider moving subsidiary at-rules to some dedicated property

Subsidiary at-rules are currently reported as at-rule descriptors, which isn't ideal. Right now, such at-rules are only defined within the CSS Fonts. It may be good to move them to some dedicated property under atrules instead. See discussion in #1377 for context.
