Review IG definition (in new tooling)

The new groups tooling describes an IG as:

The primary goal of an Interest Group is to bring together people who wish to evaluate potential Web technologies and policies. An Interest Group is a forum for the exchange of ideas.

PING’s mandate, at least, is more than a forum for the exchange of ideas.

What should we be saying on this page, instead?

This wording comes from the W3C Process itself, and Process 2020 doesn't change that. See section 5. Before changing the tooling, it may be that the W3C Process needs an update.
