Create example demonstrating holder-based delivery of a `VerifiableRecognitionCredential`

The current data model supports a holder-based delivery of a VerifiableRecognitionCredential, but we are not explicit about that in the specification. We should add a section detailing and end-to-end example of how one can accomplish this task.

@swcurran would you have an interest in expanding/expounding on this use case? Either in prose or on a future call?

One use case might be for a holder to request one or more VCs from a verifier (including providing a VerifiableRecognitionCredential) at the outset of an exchange. Another case might be a holder including a VerifiableRecognitionCredential that links something else they are presenting in a useful way for the verifier.

• A holder receives a VRC from an issuer.
• A verifier requests a VC and a VRC in offline mode.
• A holder delivers both to verify that it is offline.
