Allow to set the language of a given component

This is a follow-up of issue #95 as suggested in #95 (comment).

Describe the issue

It is not possible to set the language for an entire block using the Text and Blockquote components.

While the fix for #95 (comment) has enabled to set the lang attribute of an HTML field from CKEditor, this option is not possible for the Blockquote component whose "Quote text" field only allows text.

To reproduce

Create a new page add a Blockquote component -> You cannot set a specific language of for this component.

Create a new page add a Text component -> There is no option to set the language of this component.

I've managed to get this working in the CKEditor Config pages locally, but when I go to use it in an actual entry, the language option doesn't show. Based on this issue on the main repo for the craft ckeditor plugin, this seems to be an issue with the plugin itself. I have raised this with the Craft team and hope to hear back from them soon.

To update on this, the option to set the language of a component has now been implemented in the Craft CKEditor plugin as base functionality.
This means that we don't have to manually add it as an extension to the CKEditor plugin and this issue should be resolved on update of the CKEditor plugin on the current install
