please add language German for WCAG-EM Report Tool

I add german to list of languages (in src/locales/index.json)
I add folder with UI translations (in src/locales/[your-language])
I add translation of WCAG in supported versions (in src/locales/[your-language]/WCAG.json)

i gerate an Pull request Translation to German #180

The submission takes into account the previous PR #147 contribution.

Would you provide some context on how the translation was produced? The PR commit history seems to indicate that ChatGPT was used.
