Visual Bug: Overlapping table header on report #280

Describe the bug

On the "view-report" page, the table headers become sticky when scrolling but show text underneath making the header text hard to read. Additionally, when overlapped, the edit icon is clickable which shows it's a z-index issue. Desktop only as mobile doesn't show these headers in the same format.

To reproduce

Steps to reproduce the behavior:

1. Go to '/view-report'
2. Scroll down to make a header sticky and overlap a table cell with text or a button
3. See the visual bug

Expected behavior

No overlap of heading and cell elements.
