[ED-MED ] Tools and Technique pages could use more introductory text #537

Wanted to give the feedback that overall I'm not sure a layperson would be able to follow the "Tools and Techniques" subpages as they are. For now it feels like the audience would be something like accessibility trainers who want to ensure they don't forget something in their examples. If this is okay, then you can disregard.

To expound, the "Interaction/Navigation" page most closely met my page expectations more than the other subpages. This is because it described the content and situations in the Introduction rather than going straight into the paragraphs of "people use X or Y" and high-level examples of how tech design and code can help. The bulleted lists and way of saying who this helps in the Interaction/Navigation page make that content more inviting, relatable, and memorable. If there's opportunity to replicate this page's Introduction section for the other pages, I think that would boost the readability and usefulness tremendously.
