This page is loaded with a lot of good information, but there are just too many anchor links at the top of the page. It is overwhelming when you see all the links and just drop down in the page. Does there need to be a link to every subcategory under the main five categories?

Also, The links to all the guidelines and the personas/scenarios are good. It makes good connection back to the actual success criteria and guidelines. It just seems a bit overwhelming. I am wondering if there is any other way to present this information.
I am at a loss for how to do it different, that is way I think this second question is for future consideration.
