Change where the "Help improve this page" links go

Currently these links go to this repo (w3c/wcag-act-rules). It would be better for the rules pages to link to the CG repo: act-rules/act-rules.github.io. Same is true for the edit/fork link. Our source documents are in the CG repo. We don't want people trying to edit in this repo.

I looked, but there doesn't seem to be a way to change where these rules go from templates in this repo.
