SCs descriptions in All Rules page redesign

There's been comments around whether or not the SC text should be displayed in the All Rules page redesign.

The argument for having at least part of the SC text is that some audiences for this page may not be familiar with the details of each SC. But sometimes the parts of the text that are shown are also not very informative of the details of the SCs. For example, ‘The visual presentation of the following have a contrast ratio of at least 3:1 against adjacent color(s): [...]’. Without knowing what is included in ‘the following’, this part does not help much.

• If we conclude that the audience of this page really needs to know the detail of the SC, then probably the whole SC text should be shown with a similar behavior than in Quickref or WCAG-EM Report tool to avoid cluttering the page.
• If we conclude that the audience of this page is mostly interested in the number of rules per SC and not that much in the SC details, then we could go for a cleaner page and omit the SC descriptions entirely.
