Neither scenario fails SC 4.1.3. There is no status message in either case, so SC 4.1.3 does not apply.
SC 4.1.3 does not require that there is a status message. SC 1.3.1 (roughly paraphrased) requires that visual information is conveyed programmatically or as text, but the clearing of form fields does not need to be conveyed if it happens instantaneously following an intentional user action.
