1.4.9: Images of Text (No Exception) has 1 exception (Essential)

or where a particular presentation of text is essential to the information being conveyed.

Why is 1.4.9 extended with "No Exception" while 50% of the exceptions are still present?

The change to "1.4.9: Images of Text (50% Exception)" is not really a suggestion, but (No Exception) should also not be one.

I wouldn't mind "Images of Text (Enhanced)", but it seems like a very low priority thing.
