Description
Do we accept if a binding depends on another one and that other one is in initial state? We say If parts of the entry require the existence of another binding, i.e., has dependencies, the dependency MUST first be submitted as a separate entry.
Ideally, we should let it happen as we have cases like Modbus and OPC UA depending on octet stream, HTTP kind of depending on JSON (if we say default content type). So it should be possible to submit octet stream binding and while that is initial state, Modbus binding can be submitted. Before Modbus binding becomes stable/current, the octet stream binding needs to be stable/current. You cannot test a payload binding on its own probably anyways so it is good to have them both in the initial state.
