What to do for an additional feature to an existing spec?

As we discussed today, spec developers should probably write a new explainer for the feature but link to the previous explainer and/or the spec.

I'd be a -1 to a new explainer just for a new feature as it feels overly burdensome. Linking to the section of the specification explaining the new feature, as well as the issue that led to the new feature should suffice in most cases.

Again, this is to align with the philosophy that the spec really should explain each feature in approachable language to an audience that is generally interested in the topic (e.g., web developers) and then dive into the details.
