feat: lightPush verification for Filter

Description

A while ago we introduced experimental verification of Filter subscription through LightPush message.
This is not strictly needed but in some cases it seems as a last-resort feature to ensure peers are functional.

Ice boxing for now as we are not sure in implications of this.
