docs(readme): move "Jump to a topic" to first-fold (right after tagline + Chinese version link)

Previously placed under the homepage preview block; user feedback wanted
it absolute-top. Now sits right after the bilingual version link and
before the badges row — first content visitors see after the title.

Compressed format (no H3 heading, single bold lead line + dot-separated
links + fallback to full Tutorial Index AND ARIS-Homepage jump). Removed
duplicate from the previous location to keep the file tight.

Bilingual parity maintained.
