In what file should I define custom strategies 

There is a code snipet at  https://github.com/wardencommunity/warden/wiki/Strategies#user-content-what-is-a-strategy but no indication in which file that snipet of code would normally go.  Can a file path be added either as code comment or just above the code snipet ?
