Allow Warpgate to support full git-ops deployments (Yaml configuration only)

We'd love it if warpgate had a method to support only yaml-based configuration. Ideally a flag that if set means that targets, roles, users, and permissions can ONLY be set through a yaml configuration.

This would be great for changes having to be checked into a internal repo (Which meets some of our security requirements).

We use the terraform provider for fully defining this in Git, and it works very well for us.
