Describe the bug

I am trying to create team secrets and I get "Error: No public key for team". I have tried restarting warp on my mac, and I've also tried creating the keys from a warp session on my window computer. I get the same error in both places. --personal secrets do work, but team secrets do not.

To reproduce

In a warp session, run 'warp secret create "ANYNAME"', enter a value, and the error is produced

Expected behavior

The expected behavior would be for the team level secret to be created.
