Qualtiy of life issues with loop tool

Tracking QOL issues:

• 1) File names are not clear and need more user control-> current file name is appended by .yaml sweep, only needed when more than one sweep is present
• 2) Logic for when to re-run the sweep is not transparent, loop tool needs to report what its doing for the user, and provide warnings as needed.
• 3) Parameter sweep and loop tool force saving of results in "output" folder, there is minimal reason to have this enforced. - will require updates to many WaterTAP tests.
