Strengthen new additions for LSRRO tutorial #1644
Description
A new tutorial on LSRRO was added for the UC Irvine workshop. In the process, some additional functions were added to watertap.flowsheets.lsrro.lsrro.py.
Some of the functions can be improved in terms of arguments, outputs returned, etc.. THey should also be tested, which we had to bypass for the sake of the workshop--allowing the crowd to access the notebook up on main and run it.
Overall, refining and testing any new additions introduced by #1629 should be considered in the near future, before the WaterTAP Academy.
