Is it possible to completely disable temporal dithering?

I'm planning to buy a Mac mini to use with an external 4K monitor. Besides disabling GPU-level dithering, is it possible to select an 8-bit color gamut (in this mode, my monitor uses a true 8-bit color gamut without dithering)?

It should be possible though to enable 8-bit color output and disable dithering on the GPU side. But in general, image processing both on the GPU side and display side became very complex with modern computing, so without testing the exact setup and fixing things with an exact firmware (including the DCP firmware shipped with a specific macOS version) it is difficult to give an answer that is guaranteed. :)
