Add Wazuh API custom certificates

Description

Even though the Wazuh API can be configured in /var/ossec/api/configuration/api.yaml to use custom certificates, Wazuh dashboard still doesn't make us of it. We need to implement certificates when the user configured then in the Wazuh API.
