Unable to navigate to the App's `Configuration` section if no API is configured

Description
When no Wazuh API has been configured, the navigation to the configuration section of the App is rejected. This navigation should be allowed, as the configuration there is strictly related to the App (timeout time and log level), so it has no relation at all with the Wazuh APIs.

Steps to reproduce

• Preconditions: no API has been added. If so, delete them all.

1. Go to 'Settings'
2. Click on 'Configuration'
3. See how the navigation is rejected.
