Move to a better maintained chart releaser

The github action that is currently being used not being maintained (https://github.com/stecky/yet-another-chart-releaser-action)

I am thinking we should move towards https://github.com/helm/chart-releaser-action

@tomhuang12 do you have any idea why this chart releaser was choosen?

It is because we had a private repo and the regular chart releaser doesn't support private repo gh pages helm repo. Now that we are public, we can change it to that
