Add part-of weave-gitops label to all controllers during WGE release

Previous tickets in the epic enable the capability. Now this ticket is to ensure that the right labels are generated during releasing so they are automatically discovered.

Different ways to do it, some in the documentation could be what we did for OSS

but i feel that we have better approaches for EE

an starting point to do it would be to

given a weave gitops helm release manifests
and added patches to add part-of labels
when deployed
then runtime ui shows controllers and crds

helm release is generated by the release process with likely static controllers configuration
