[Bug]: Styles not loading after updating to rsbuild 1.3.0

    CPU: (4) x64 Intel(R) Core(TM) i3-8100 CPU @ 3.60GHz (yes it is s pain to develop on this, but rspack helps)
    Memory: 15.11 GB / 31.83 GB

    Edge: Chromium (134.0.3124.83)
    Internet Explorer: 11.0.22621.3527

Details

I have upgraded from RsBuild 1.2.19 to 1.3.0 and some styles (that are loaded directly from css files) disappeared were not processed.
I have no time to dig deeper now, as falling back to 1.2.19 for now resolves the issue.

I have not seen any BC break section in the release, so I suppose this is a bug.

Possibly related to web-infra-dev/rspack#9838 as we also use regex patterns. will check after it is fixed, if not, will try to repro.
