[Feature]: Support loong64

What problem does this feature solve?

We would like to use Rspack on loong64 architecture (LoongArch64). Currently, Rspack doesn't support this architecture, which prevents us from deploying it in loong64-based environments. Adding loong64 support would be greatly appreciated by the LoongArch community.

What does the proposed API of configuration look like?

No API changes needed.

We currently have no experience with loong64, nor do we have access to loong64 machines. As a result, we are unable to verify runtime behavior or test correctness on this architecture.

We are willing to accept pull requests that introduce loong64 support and include it in releases. However, our validation will be limited to successful builds only; we make no guarantees regarding test coverage, correctness, or long-term maintenance on loong64.

Exotic architectures can be tested in QEMU without needing actual hardware. This is similar to #11656.
