Add baseline status regressions to release notes

The release notes are mostly automated, the text content comes from the PR merged between now and the previous tag. So the notes contain mentions of BCD dependency bumps and links to them. The BCD releases do contain information about changes that may impact Baseline. But our release notes don't.

Adding baseline status regressions manually to our release notes would make sense. Even better if we can do this automatically.
