event-timing/idlharness.any.html - attribute targetSelector subtest

Rationale

The targetSelector attribute was added to Event Timing API on October 17, 2025, which is way after the interop's scope, but currently it looks like it's a part of interop 2025. Considering that it's a very recent addition to the spec, it shouldn't be included for this year.

I don't know if it's possible to exclude a single subtest though because we want others to be included.
