Test262 no longer being updated

The Test262 suite was 4 months out of date until @jgraham merged #61828.

A weekly cron was set up, and the first PR it made was merged by @jcscottiii, but after that the PRs were ignored.

Soooooo something's not right.

Auto merge is an option, but if it includes features that are in Interop, it could include changes that haven't been ok'd by the Interop team.

Thanks for bringing this up @jakearchibald! I'm going on extended leave at the end of the month. Do you have any recommended members that could approve those PRs? I can make changes to the wpt-pr-bot to assign them

I think the easiest change for now might be to assign the @web-platform-tests/wpt-core-team group? Or whoever we assign to tools PRs.

But in the medium term I think we should consider if we're comfortable auto-merging these PRs, like we do for changes from other upstream repos like Chromium and Gecko. Generally we let the source repo handle that, but the relationship with test262 is pull-based rather than push-based.

I think for Interop we might have to make a copy of any included tests and have a process to update the copy with additional review?
