[Task]: Handle deleting items and collection

### Description

Deleting collections with dedupe enabled should be prevented if there are workflows that use the collection as a dedupe source.

### Context

Currently, collections can be deleted if in a `ready`state, resetting `dedupeCollId` in workflows.

### Follow-ups

We should implement QoL UX improvements like making it easier to batch update workflows' deduplication setting.
