Add properties order for stylelint-config-scss

I'm very glad I found this config, but still one thing worries me.

Why is there no sorting of properties?

stylelint-config-rational-order or stylelint-config-recess-order could be extended, for example.

Good question! I had troubles in adopting this rule some time in the past, because auto-formatting was not working for .vue files and I didn't want to manually sort all the things. Right now it works!

I will add this later on 👍
