built in transition handling

hosting our vocs site in S3 (as a static page) highlighted an issue where when directly browsing to an internal page or reloading a page produces the "flash of homepage" behavior. clicking through the navigation is fine. it would be great to have a solution like transition handling so i am not implementing a custom script in the head of the vocs.config.tsx file.
