docs: update changelog commit hashes after email change

Replace old commit SHAs with new ones in all CHANGELOG.md files
after rewriting Git history to change email from
weyoss@protonmail.com to weyoss@outlook.com

Affected files:
- CHANGELOG.md
- packages/*/CHANGELOG.md

This ensures all commit references in the changelog point to valid hashes in the rewritten history.
