Allow passing a specific permission during a login call

Currently the login call allows specifying a specific account/permission combo for the wallet to return, but it does not allow a specifically named permission from any account (e.g. the ANY_ACCOUNT@login).

A permission login option should be added that allows specifying only a permission name and then would use the placeholder value for the account name.
