Add popover=hint

Adds the hint value to the popover attribute. Popovers with popover=hint cant be light dismissed like auto popovers, but there can only be one hint open at a time. See the explainer: https://open-ui.org/components/popover-hint.research.explainer/#popoverhint-behavior.
